He later served as the first Regional Director for Sub-Saharan Africa at IPGRI (Bioversity International), where he was instrumental in establishing national and regional gene banks across the continent, including the Kenya Gene bank and the SADC Regional Gene bank in Zambia.

Dr. Attere was involved in the preparation of the Convention on Biological Diversity (Rio, 1992) and contributed to the State of the World Genetic Resources and the FAO Global Plan for PGRFA.
